On the sidelines of the National Assembly, Nguyen Dang Vang, a NA deputy from Binh Dinh province who is also Deputy Head of the NA Committee for Science and Technology granted an interview to reporters on the issue.
What is your opinion about the current situation of diseases in poultry and cattle in localities?
Apart from bird flu and the foot-and-mouth disease, localities have to cope with the “blue-ear” disease in pigs, which causes huge economic damage to farmers. In fact, the development of diseases in poultry and cattle are unexpected. Although Vietnam has good experiences in curbing bird flu, the agricultural sector and farmers find it difficult to cope with newly-emerging diseases. The outbreaks of epidemics mostly originate from small households. Due to poor control, the diseases spread quickly. Therefore, in the long-term, the agricultural sector should have a zoning plan on breeding poultry and cattle in a controlled manner to curb the disease.
To curb the epidemics, what urgent measures do the localities need to take at present?
First, according to the experts, the urgent thing is that localities should strengthen vaccination over poultry and cattle in areas, which have not been affected by the diseases. Second, they should isolate the infected-areas to stamp out the disease, and cull all the infected flocks or herds. Third, when the diseases are detected, the veterinary forces at communal and district levels should immediately report the outbreaks to the management agencies and carry out activities under the procedures stipulated by the Veterinary Ordinance. Finally, it is important to strictly control the transport, purchase and slaughter of cattle.
What policies does the agricultural sector adopt to support farmers if the infected poultry and cattle are culled?
: According to the National Programme on Disease Prevention for cattle till 2010 approved by the Prime Minister, the state will provide funds for the infected localities to conduct free vaccination on cattle. We here proposed to the government that farmers will receive assistance of up to 70 percent of the value of their cattle herd. For big households and farms, which culled their infected poultry, we have also asked the state to provide farmers with financial support and the banking sector to continue providing loans to them to import new breeds.
